I have an i9-9900k with an RTX 2080Ti that had a major heat problem. Was running max temp of 85 deg. I installed MSI Afterburner, jacked up my fans speed and locked my fps to 60. All is fine now. I run in the high 50's to 60's occasionally mid 70's degrees now. Seems the default fan speed is set more for the noise factor than for cooling.
